Blower motor turning off and on when cool is called

Hello all,

I am having an unusual issue with a blower motor. For some reason, the blower motor keeps turning off and on when cool is being called from the thermostat. It is entirely at random intervals. I had tested the cap and the cap was out of range so it is replaced, but the problem persists. I noticed this problem when I replaced the thermostat with a nest thermostat. I never noticed this problem with the old thermostat but both G and Y are getting proper voltage on both thermostats. Something interesting to note is when the blower starts its random cycle of off and on, if I adjust any thermostat setting (like turning it down a degree) the blower turns on immediately and stops the behavior until its randomly does it again later. My control board does not have a fan terminal, only a cool and heat for the blower, and everything else is on the park. After some testing, if only G is called then it turns on the heat blower terminal and if "only" the Y is called then it turns on the cool blower terminal. This leads me to believe that my thermostat should not be sending voltage to G and Y at the same time since just Y turns on the blower terminal. What is your experience? Would this behavior happen if the heat blower terminal is open at the same time as the cool blower terminal but is receiving higher than 120v because the motor has higher RPMs from the cool terminal?
