Re-filling Empty Cylinders - R134a / R410a

Hello All.

A cryptic problem I need to find a solution.

I am project managing a huge project here in Asia.

01. R134a and R410a is normally sold in 25 lbs and 6 lbs cylinders/jugs/pots (I will call them cylinders as is local terminology).
02. We large surplus of FULL 25 lbs cylinders at the depot but cannot get 6 lbs cylinders from the authorized supplier due to import delays for the next 4-6 weeks.
03. We have a huge surplus of almost empty 6 lbs cylinders that we could refill immediately.
04. We have 50 service trucks - each carries 5 x FULL 6 lbs cylinders per day as 1 technician can only take a maximum of 1 x 6 lbs cylinder onto a worksite service.

I need to refill the 6 lbs cylinders from the 25 lbs cylinders otherwise we will be out of stock of the 6 lbs cylinders by weeks end and cannot take the 25 lbs on-site.

How would you refill 4 x 6 lbs cylinders from each of the 25 lbs cylinders please?
I am assuming it is similar to how they refill barbeque gas cylinders at refill depots.

I am not sure off hand what pressure the 25 lbs and 6 lbs have in them as I am the PM and not one of the technician.
I should add that the depot is fully certified as a Gas Refill Station for all gasses - though currently we only refill the forklift LPG cylinders from the large cylinder.

So I am not looking to do something we are not already authorized to do - I just need to find out how to do it.

All advice and instruction will be gratefully accepted - however "it cannot be done" is not an option.

I know the previous contractor was doing it to skimp on price - but this is an urgent necessity driven by supply constraints.
