Heat Pump Diagnosis

My Luxaire heat pump/air conditioner worked well all summer, and seems to be working fine so far this month at temperatures above 45 degrees. Nevertheless, whenever the ambient temperature is any lower than that, the outdoor fan condenser only stays on for between sixty to ninety seconds before shutting off. This happens even when the system stays on for much longer than that. I've had it on for an hour and the thermostat temperature has only gone up one degree. I have a thermometer with a magnet that I place on the air register vents to detect the air temperature. The warmest the air has gotten is 79 degrees but it typically only gets as warm as between 68 and 72 degrees.

Does anyone have an idea as to what might be happening? When it began last winter, and I had a large electric bill, I started using only emergency/auxiliary heat. The compressor was then replaced under warranty in June, and with the air conditioning working well, I didn't suspect this issue to be recurring. I would love to know if anyone has experienced this before and how it was remedied. Thanks in advance.
