Water Sources Heat Pump - Intake water too hot

Hi,

I am in a condo building and we all have water sourced heat pumps. Our cooling tower is on the roof, and any time the weather is 28+ outside, the water becomes very hot for the intake of the heat pump. Some units closer to the beginning of the loop get cool water, however others do not. The temperature running in to the heat pump is currently 105F and is 115F coming out. Is there anything I can do in my unit that might help this? (other than relocating the cooling tower....)

*cleaned, just water is too hot.
