Intermatic Compressor Defender Opinions???

This week I had my contractor install an Intermatic Compressor Defender CD1-024R to protect my one month old 5-ton American Standard heat pump at his recommendation. The Compressor Defender is supposed to protect against both voltage surges and brownouts. Less than 24 hours after installation, the Compressor Defender got stuck in a cycle where it would not allow the compressor to start because of low voltage. The Compressor Defender light would blink for 3 minutes to prevent short cycling, then it let the compressor try to start for less than a second, and then the Compressor Defender would go into another 3 minute short cycle "pause" and allow the compressor to try and start again for about a second. This cycle would happen over and over. The voltage as measured by a digital volt meter was 246 volts before the compressor tried to start and showed to drop to about 235 volts for the short startup attempt. The contractor removed the Compressor Defender and the unit works just fine. He is going to install a replacement Compressor Defender tomorrow.

QUESTION: What is your experience with Intermatic Compressor Defenders? (My contractor has not installed very many of them.)
