Are these wires hanging over the fan normal?

Hi,

I was walking around the house and took a look down into the condenser unit to make sure it was relatively free of grass trimmings/etc. Looking down through the fan grate, I see these wires with some black round thing sticking horizontally out of the side of the fan motor. The wires are only about a couple inches over top of the spinning fan blades. I don't recall seeing that before, but I may have just never noticed.

Side-note: An A/C company replaced the fan/motor assembly several years ago and they must have dinged the fan because it vibrates a bit. Before it used to run pretty smooth, but it continues to work.

P.S. I know you don't do D.I.Y. how-to's here, but I'm inclined to turn off the A/C at thermostat, power off the breakers just in case, use a piece of coated AWG wire to grab that loop, and use suitable length nylon tie strap to secure it (not too tight) up to the fan grate. If you think that's a bad idea, please say so. Thanks.
