How often or when should a HVAC technician do an External Static Pressure test?

How common is for A/C companies not to do external static pressure test on new install units? I have had two installed and it was never done. My neighbors and family members had their units replaced and never seen it done. Is the static test not that important to the life of the equipment? If I were a tech and was installing a new unit and the only return for the unit was undersized..... I would run a pressure test and see if it was severe. If I am correct excessive static pressure will shorten the life of the unit, consume more energy and make the unit run like crap. Its not like the test is so tedious that it would be a hassle to do. I wonder how many houses do not have proper A/C unit size, wrongly sized returns and problems with the duct system. Are builders so dumb to make homes with small returns and improper duct layouts?
