Central ac constant sound from chilled water pipes?

I moved to a new apartment and the ac is making constant sound when off. I asked the maintenance and they said it is the chilled water flowing sound. It is at a level that kind bothers me at night(it is a studio so the unit is pretty near my bed)
Is this normal? I feel most of the noise is from the ducts that are exposing. The maintenance said that would try installing a back panel and that might reduce the sound. Is this the only option I have?
