Single, 2-Stage or Variable for MY HOUSE

Hello,

I am currently in the middle of obtaining estimates for a new AC/Furnace. The AC unit at my home is very problematic and I am very certain this year will be it's last during the hottest day of the year.

The AC and furnace we have now are both single stage and somewhat oversized for the home (5ton AC/125k furnace). They short cycle and this results in the upstairs lagging behind in temperature.

We also experience what seems to be "low air flow" upstairs. It's not bad, but it certainly isn't blowing my hair back if you know what I mean...I feel like if the system just ran longer this would not be an issue at all.

The three suggestions/estimates I have received so far are as follows. Any advice that can be offered would be greatly appreciated, probably more than you know.

The home is an early 2010's build in Central PA, two story, about 3,000sqft. load calculations seem to bring it in right on a 4ton AC and 100k btu furnace.

Option 1 (least expensive): a Carrier Performance 16 single stage AC with single stage natural gas furnace. This is basically what I have now, but would hopefully be more comfortable/efficient sized correctly at 4ton/100k.

Option 2 (most expensive): a Carrier Performance 17 2-stage AC with 2-stage variable speed blower natural gas furnace. I feel like the longer run times would be even more noticeable with this system, but am slightly worried about a lower air flow upstairs in stage one of the two stages. Should I be worried about this in only a 2 stage?

Option 3 (right between the cost of 1 & 2): a 'variable' 5 stage York HMH7 heat pump wired for cool only paired with 2 stage natural gas furnace - My fear with this option is that while it runs in the lowest modes (20%/40% etc) that the air flow could be even WORSE upstairs.

Looking forward to any and all advice...thank you so much!
