Water sourced heat pump problem

Hi, I live in a condo building with 150 units. My unit have 3 water source heat pumps, they are connected with building’s circulation system. One of heat pump stops generating heat/cold air in tougher weather condition, the problem is - compressor runs for a while but not heat/cold air, and then compressor shut off leaving the blowing fan running. Sometime it makes cracking sound in running. Most of time I shut heat pump off for 15 mins and then restart it, the problem can be fixed. This problem is not reproducible and tech came in couple time didn’t find anything because the heat pump back to normal. Is it a building’s circulation system issue or my heat pump issue. The error code is 4 slow red light flashes (heat pump is cliamtemaster) . Can someone shed some light on this problem? Thanks for your help in advance.
