New chimney liner building ice

We had our chimney liner replaced in late december. Now there's ice building up on the base of the exhaust cap. I never had any trace of ice with the old liner. I called the company that installed it and they sent the tech that installed it back out. He ran a stack test and he simply stated that it's from the first stage of my furnace having condensation in the exhaust. Ive called a separate hvac company to come give me a second opinion but they won't be here until monday. Does anybody have any thoughts as to why i all of the sudden am now getting ice? The new exhaust cap seems to be about 6 inches taller than the old one, but idk if that would cause the issue. If the temp gets closer to 30-32° outside the ice seems to melt away and not be an issue.

As a reference, i have a trane xl80. Thermostat is set at 68°. It runs a 15 minute cycle and shuts off for 10 minutes. My house was built in the mid 40s and has no insulation in the walls. The weather outside has been around 26°F on average, but has gotten down around 8° for short stints.
