Carrier 25VNA Heat Pump Lockout Temperature

We recently replaced our 19 year old HVAC system and the tech set the new Heat Pump lockout temperature at 35 degrees. One reason we went with this system was the advertised ability to cost effectively heat down to 19 degrees. Is that unrealistic or no? Do you agree with the 35 degree limit or would you lower? Thx in advance

Electricity cost is 9.7 cents/kWh Propane Cost (we pre-bought) is $1.80/gallon

PS - This is our first ever heat pump, do you recommend leaving set at a temperature and let it run, or adjust up/down when not at home?
