Split type ac issue

Hi, i have an lg split type ac 1hp. That is not cooling... Fins on the upper part of the outdoor unit is hot while the fins on the lower part are cool to touch..



The ac has already been system reprocessed and still the same...

Should I agree to have the condenser replaced? Or should I demand for a better service?
