Exposed HVAC wires

Hi folks.

I had an issue with one my two hvac systems last week where the ac wouldn't turn on. The Nest thermostat was reporting, "No power to Rh wire detected".

A tech came out to investigate said that the fuse kept blowing due to a short somewhere in the system. He suggested the wires behind the outdoor unit were exposed and moisture had creeped in. He ended up redoing the wires at the exterior unit and went thru 5 different fuses before realizing it was actually not the wires that were causing the short it was the "condenser contactor relay" switch. He replaced this switch and that fixed the shorting of the system.

However, he left some wires exposed that didn't look right to me. Please see pics.

After the tech had already left I asked him about these exposed wires. He said that "You must leave those wires exposed. If I put insulation and water gets in it then you will have a problem communicating with the system, that's what happened before those wires were all rusted and corrupted".

Can someone advise if what the tech is suggesting is correct?
