Why is the Factory Default CFM per Ton low on a Bryant Air Handler?

Sorry for more questions, but being new to having a Heat Pump trying to get a better understanding of these systems...

We have a 10 year old Bryant FV4C air handler. Everything I've read states Heat Pumps perform best if CFM is 400 CFM per ton. Ours has 350 CFM as the default with the option to increase it by 15% or decrease by 10%.

If 400 CFM per ton is the best in general for a heat pump unit, why is the default on our Bryant unit only 350 CFM per ton?
