New AC System

Hello, I have gleamed this forum for quite some time, and have learned a lot. I am now helping my brother select a new system. He recently retired and relocated to Key West. His current system is about 15 years old and he's looking to replace before the "real heat" moves in.. Although in Key West the unit will be in use most of the year.
He checked with neighbors and a contractor was recommended to him. He needed to have service - the current unit needed cleaned, new drain pan, and condensate line was clogged. He asked them for a quote on new system and they did the attached report. I was kind of impressed at first, but a couple of questions:
-- The report appears to show that the condo is one story. It is actually 2 stories, 912 square feet in total. (~450 sf per floor). Wouldn't this effect the calculations for load on ceiling and floor (side note - condo sits on piers, approx 2 - 3 feet off of ground with lattice around the outside, so floor does factor in more than usual - not sure if it's insulated)
-- It looks like they didn't enter any info on the current configuration which I think is important to know the new system will match up duct-wise?
Their quote is for an AS 16.5 SEER 2.5 ton AHRI 862694

I'm attaching the report that they did. The last (quote) page was left blank, they sent actual quote in email and didn't offer good/better/best.
