Heat pump freezes up

A couple weeks ago, I noticed my heat pump was all white, covered with thick ice/frost.
I deiced it with water. Since then it has easily frozen up pretty frequently.
Where I live now it's from 25 to 35 degree night and day. Inside house I keep it at about 72/65 at day/night.
It's a 4 ton Payne system, 7 years old.
The heat pump kicks into defrost mode fine. It's set at 60 min interval now.
I have tried several times to first rinse the ice/frost off everything, let it dry. then start the heat pump. In about an hour, I went to check, there was some bands of frost on it. It would kick into defrost mode, making some louder sound. The fan stopped. Almost in 10 seconds, some frost start to melt. It would even dripped a couple of drops of water. But then the melting seems stopped. It would stay in defrost most about 7 to 9 minutes, but not melting much of anything. Then it went back to normal heating mode. So each time more ice will build up. Eventually it will all covered in ice. Also the expansion bottle always ice up quick, and covered with solid thick ice.

The R410A level is perfect at the right amount. No under charge, or over charge.

What could be wrong with it? I'm constantly using emergency heat. I would appreciate any help here.
