Heatpump automatically switching to aux(electric furnace) when cold

Ive been running into an issue with my new heat pump and electric furnace that Ive installed in August and hoping I can find some guidance here.

Long story short, I noticed that when I call for 'Heat' on my Ecobee4, that nothing works and heatpump does not get called. When I flipped to AUX(electric furnace), it heats and all is fine.

I called the HVAC technician and he basically blamed the Ecobee. He connected some of the thermostat wires together and it made a call to the heatpump so we confirmed that works. So, I went out and bought a Sensi Smart Thermostat to give it a shot(he recommended it).

The heatpump gets called now but more often than not, my heatpump is bypassed automatically by the system and it runs my AUX instead (seemd to be based on temperature...)

Im at my wits end here, I just want it to force to use my heatpump as much as possible as my understanding it is more efficient. A side note, I am in a cold part of Canada (Quebec) - it has been approx 14f or -10c the past few days and from what i understand, the heatpump should be able to withstand it.

Question #1 - does it make sense that the system is automatically changing to aux heating even when I clearly set it to 'heat' based on outside temperature ? is this normal for heat pump systems? I will change my thermostat up 1c degree and it will automatically kick in to aux heating right now.

Question #2 - I understand that I probably shouldnt be running my heatpump at -15c, but I want to be able to test it. It frustrates me to all hell that i cant control it. Is there any way to force systems to ONLY use my heatpump?
