New (to us) house. Low airflow. 4 different answers from 4 different tech visits

Hi. Brand new to the site, but have been researching, reading and watching videos for weeks now. Was hoping I could get an answer here on what exactly I need to request a tech to do in order to solve my issue. If I've learned one thing from all my research it is to provide lots of detail. So here goes.
The house is a 2007, 2 story detatched. 2100sqft plus an 800sqft (heated area) finished basement with 5 supply and 1 return. The furnace is a Goodman 3.5ton 92000btu unit. Using a merv 6 filter it shuts down every 12 min then off for a min then back on for 12min. With no filter it runs continuously till it reaches the set temp. I have 25- 4x10 supply vents. Connected to 17- 5in, 5- 6in and 3- 4in metal pipes. My supply trunk is 24x8 and another 8x8 and with 2- 6inches running off the furnace independently. Accounting for about 1000sq/in of supply vents.
For the last year after we moved in, my only returns were in each of the 4 rooms on the 2nd floor. 6in metal round piping from my main return trunk line ended at the second floor level, then they used the 3.5x14 wall cavity to reach the top of the wall and cut 5x12 holes for the vents. And that was all I had 240sq/in of return vents. And nothing on the main floor and a non functional vent in the basement.
After a techs visit last week we found one problem. A 6ft panning line between the basement floor joists was attached to the top of the main return trunk return. But no hole was cut connecting the two. Then inside the panning trunk we saw the holes cut to go up to the main floor. So we added 2- 14x8 vents in the living room. But the holes in the floor are only 4x8. So my airflow is probably limited to the 4x8 holes. And the basement 4x8 vent is now working. So I believe I am now up to 350sq/in of return minimum.
The techs keep telling me to just use cheaper filters. And I cant attach any new lines. From all my research I dont believe making my return grills any bigger will help since I am restricted to the 6in piping. My main question is should I ask them to rip out the 6in basement drop down pipe and replace it with a 12in, since I have plenty of room in that wall. And then attach a 14x14 grille. If my calculations are close that should provide my with almost 1100cu/ft of return total and about 1300cu/ft of supply. Still not the best but hopefully much better.
