Humidifier Install w/ Insulation

Hey all,

I recently had a new furnace installed with a powered whole house humidifier on the supply side (HCWP3-18A). The humidifier hasn't been real effective, and I've been poking around due to that and a couple other things.

I'm wondering if someone can sanity check me here... when I remove the water pad from the humidifier, where I expect to see into the duct, it is actually entirely covered in thick insulation. Such that the powered fan is blowing humidified air at a wall of insulation. Is this typical, and is it at all possible for the humidifier to be effective like this?

In addition, it was wired directly to the R/C terminals instead of the HUM terms so that it will run even when the furnace is off - I was told this was the plus of having a powered unit (though, I get the feeling this should really only run when the furnace fan is on). However, I just don't understand how this little fan could create the necessary flow to do any good with the obstruction, particularly when the furnace fan is not running.

I'm willing to accept that this is proper, but I just don't see it. Can anyone confirm my suspicion, or explain how this works?
