Carrier Error 33 Question / Heating Works with Fiter Removed

Hello, All.

I have a Carrier 80% furnace around 12 years old powered by natural gas. When calling for heat, the furnace always runs for 4 minutes then shuts down and I get a 33 error code. I tried cleaning, then even replacing the flame sensor and confirmed it is reading 4.5 uA in series, so the problem is not the flame sensor. I’m using a new filter, and during troubleshooting, I discovered something strange. When the filter is removed, the furnace does not short cycle; it runs perfect.

I really don’t see any clogged ducts in the house and they are all open, to restrict airflow. Any ideas how I can diagnose this issue? I just ordered the limit switches and flame rollout switch, wondering if anyone agrees or disagrees with this procedure.
