Replacing fresh air return damper actuator, when should it be open?

Hello,

The motor for our damper actuator died, and am working to replace it. This particular vent runs to the outside of the house and connects to the return air supply on the furnace.

Currently, the replacement damper I've put in powers open the damper when the hvac is not running (ie the damper motor runs to open it). As soon as the house fan turns on, it quietly springs closed.

My question is, should this damper vent be open or closed when the fan is on?

We live in a new construction home (built 2015 in Colorado), if that matters.
