Mini-PTAC issue - compressor not turning on with external thermostat

Thread title says the basic issue, but I'm just looking for some general direction in troubleshooting before paying $100/hr to diagnose an $800 piece of equipment to begin with.

Summary: Y wire is not detected by the thermostat, and the compressor does not kick on when commanded (for heat or cool). When I use the unit's built-in thermostat and controls, it works fine. Aux heat and the fan work properly.

I have an Amana PBH113G35CC mini-PTAC through-wall heat pump with the PBTCK01 thermostat interface kit. This has been installed in a detached garage for a little over a year with a 2gig CT100 thermostat with no issues. I am replacing my home's HVAC and going to Ecobee thermostats, so decided to swap out the garage one as well with an Ecobee 3 Lite. At this point, it did not detect the presence of a Y wire, and nothing it does kicks on the compressor (it detected all other wires, including O/B). Aux heat and fan work properly.

Troubleshooting / other steps already completed:
-Swapped back to the previous thermostat (2gig CT100) - no change. Swapped back to the Ecobee.
-Reset and re-registered the Ecobee multiple times.
-Replaced the thermostat wiring (between the unit and thermostat).
-Replaced the PBTCK01 thermostat interface board.
-Performed some continuity checks on the wiring, interface board, and main board of the HVAC unit. Nothing obviously amiss.
-Contacted Amana PTAC support - they said to short the R and Y wires of the interface board to see if it would kick the compressor on. It did not, which is why I replaced the board.

Any thoughts? I would just forget the external thermostat entirely, but the minimum heat setting on the PTAC unit itself is 60F, and I really don't want to heat the garage to 60 in the winter (Pittsburgh).

Thanks - I realize I may need to call a professional here; just looking to make sure I can narrow down the right path, since this is not a $30k home-AC system so the payoff is a bit different.
