Payne Furnace installed new... but no filter rack?

Hello,

I'm a new homeowner. As a part of the sale of the home, the furnace was originally red-tagged due to combustion chamber cracks. We got a new furnace as a part of the home sale.

My new furnace is a Payne PG80ESAA.

Having watched my dad replace filters at the home I was raised in, I knew to inspect the furnace for someplace to put a new filter when the time comes to replace it. After doing some digging I found out that there is no easy access to the filter... you have to open the door where the blower is housed and that should be where the filter is located.

To my untrained eyes, the situation where the filter is doesn't seem right. The filter I found was literally just laying below the blower with no rack or any other perceivable way to keep the frame of the filter from simply lifting at the sides when the blower turned on. It is a "strata only" filter.

The manual for installation that I found online clearly states that "there are no provisions for an internal filter tack in these furnaces."

Is this all correct? Isn't there supposed to be a filter rack somewhere? Where do I put the filter? Do I just lay the replacement above the return duct.... under the blower? This doesn't seem right... or like the filter is doing anything if it can just lift at the sides when the blower kicks on.
