How to determine throw for floor registers?

If ceiling height is 7.5' and ceiling length towards opposite wall is 13' how do I select proper throw for the register?

Do i measure distance from register to ceiling or both distances, register to ceiling and ceiling length to achieve terminal velocity at the end?

(I know I need to select register for CFM needed, face velocity, spread etc... also I know that register size have to be correct for different registers etc..)

I could not find this answer, some people advice to use 75% or ceiling height and the other to sum both distances, which one is correct?
