Condenser Fan Issues on Lennox HP26-036-15

I recently started turning on my heat pump this season and noticed the fan would only spin at half speed and the coils would frost up after ~30min. I had a repair tech come out and take a look. He told told me the fan motor was bad and needed to be replaced and quoted me $450-800 to replace it. I found a new fan online for $120 and installed it myself. I also replaced the capacitor while I was in there. The fan was still spinning at half speed with the new motor installed. I looked around at the other components and noticed that the contactor had a lot of soot around the contacts and saw the contacts were badly pitted. I replaced the contactor with a new one and the fan started to spin at full speed. But now i have another issue, if the outside temp is above 40 degrees the fan wont turn on at all and the coils frost up. If the outside temp is below 40 degrees the fan works as expected in heat mode. The fan always comes on when the unit is set to cool. I'm wondering if the issue might be a faulty defrost board? Any advise on what to do next or how to troubleshoot this?
