Rusted manifold

I live in michigan and have a rheem outside furnace/ac unit 2 ton. Figured I’d make sure it works since winter is coming up.

Aaaand the furnace wouldn’t turn on. Traced it to the furnace board which was fine and then to the exhaust fan which is bad.

But noticed my manifold burner tubes are rusted out so I called a hvac guy. He took one look and said nope can not replace that manifold. Being it’s rusted out means something inside the box or heat exchanger is bad and you need a whole new unit.

Is this true? I feel like it being an outside unit. Being exposed to snow rain extreme heat and humidity and not being used for 8 months out of the year makes it rust. Can these parts not just be Replaced? I really don’t have 5k to throw at a new furnace right now.
