My HVAC seems to take and excessive amount of time to drop temperature 1 degree F

I have Trane heat pumps with electric secondary heat. My downstairs has its own independent system. My upstairs has its own independent system. My home is 2360 sq feet. - 1520 down and 840 up. The house is well insulated and all windows are double pane and lowE glass.

My energy bills are extremely high. Usually 2X comparison homes and 3X efficient homes.

I decided to install programmable thermostats to fine tune my hvac energy usage. My hvac contractor installed the NEST E thermostats. I am operating in manual mode (no learning, etc) to be sure that I understand the settings and readings. I also purchased SensorPush data loggers for each level of the house in order to collect and analyze realtime heating and cooling cycles.

I have all kinds of observations and questions but will restrict my questions to one at a time to stay focused in this forum.

I measured cooling cycles for the first floor. The set point is 71 degrees. The Nest E will call for cooling at 72 degrees. The outside temperature is 69 degrees. It will take 1.5 hours for the house temp to rise 1 degree (71 to 72 degrees with outside temp at 69 and only two bodies watching TV . At 72 degrees the Nest E will wait 5 minutes before calling for cooling. Then it will take 1.5 hours of full time running for the house to return to 71 degrees. Outside temperature was constant during the observations.

It would seem that the system running 1.5 hours to drop the house temperature 1 degree is excessive. Especially with the outside temp being constant at 69 degrees.

What is "normal?" What should my expectation be? Is this observation out of line and I am using a lot of energy to accomplish so little?

I plan to gather much more data like 1.) Interaction of downstairs with upstairs and 2.) Heating and cooling time/temp slopes when outside temp delta vs home temp is much greater. But this is a start of trying to figure out why my electric use is so high.

I am looking forward to the discussion. I am sure that one question will be "what size are the Trane units?" I'll obtain that for the thread and post.
