Permits and Ductwork

I live in an older home with solid metal ductwork and a heat pump. Some of the air handler sounds (like the blower motor starting/stopping) are transmitted through the solid metal duct pipes. I have thought about changing out the solid duct pipes with flexible duct to see if that would help quiet the sounds. If I make the change myself, do I need a permit to do this work?
