Inverter mini splits. Can they really dial back to 50% capacity and hold?

Could someone direct me to, or explain Inverter Mini Splits?

I need 30k btu heating in the winter, but can you really limit the same mini split back to 9k btu in the summer to prevent short cycling or high humidity? Seems to me dual compressors would work as well.

Which company does it best?
