I dont know what to do...

I had a 2-ton Trane 4TWR4024 and a new heat pump installed in my approx 1,800 sqrft house In Maryland.
The company also installed a new Honeywell Bluetooth thermostat. The install was done in May, and I have been having issue since the very first day.
The company completed the install into the existing duct work in about two days and set the ac thermostat to 70 degrees. Approximately three-four days after the install was complete the company emailed
and requested final, and I emailed them back and said I would call in on Monday. The day before I was to call in I noticed the thermostat at about 5pm was only reading 75 degrees in the house, and the thermostat was set to 70 still. So I called the company explained the issue to them, they sent a tech out in a couple of days, and set the charge was wrong. They said it was fixed and it should be fine. Another couple days go by and the house is only cooling to 75 degrees at about 5pm. During the day, the house is ok, but in the afternoon, its like it cant keep up. A typical summer day is upper 80s maybe low 90s. So I call them again, and they say that 75 degrees is industry standard and basically that it is as good as its going to get, and request that I pay the final bill. I said please come look I am not happy I need some help. They come out again, and say the existing return needs to be larger. So they install a larger return. Couple days go by and same thing in the afternoon the house is on getting to about 75degrees. They say pay the bill this is all perfectly normal. They came out, I believe two other times throughout the summer, and performing different repairs, telling me this is all normal, just pay the bill. In the middle of August, they were supposed to come out again and check the unit because its only getting to 75 degrees still in the afternoon, they no called no showed on me, and texted me the next day, saying they got held up and would call me next week. I didnt hear from them for 6 weeks. Then they called asking for final payment. now it is no longer to hot in the afternoon, because we are no longer in the middle of summer. I said I am still not happy, what can we do? They suggested I pay the bill and install an attic fan. I had another company come out and check the unit about a month ago, in the beginning of October. They said the unit had a low charge. So I call my company back, but I didnt tell them what the other company said.
And all they said was everything is fine, pay the bill. I really have no idea what to do. I just can't believe that setting the thermostat to 70 degrees and only getting the house to 75 degrees is industry standard. I can understand on abnormally hot days, but not almost every day.
