Furnace Vent - Open intake in box

Hello. This is my first post. I have a 2014 Tempstar F9MVE furnace in my basement. It is set up for propane and is in use, working well. On the top of the furnace box there are two vent holes. One is connected to a PVC pipe path that leads up and out a sidewall in the basement. The other hole is open. I can see the flame through it. I can't post a picture yet, being new, but online diagrams indicate that the two vent holes are located as intended. Is the one hole (left, nearer the center of the box) OK to be open vertically to the basement? There is no ventilation directly in the basement from outside. I'm assuming that if I set up a vent fan to the outside in my basement, for my hobbies, I'd be creating negative pressure and subverting the design of the system, given the open hole in the box. - Thank you for any insight provided.
