Thermostat with minimum HEAT setting

I am having a very hard time finding a thermostat that fits my needs.

I am a landlord owning one unit in a multi-apartment building. The building does not have adequate insulation on one exterior wall and as a result, even if the heat is set to 55 the pipes may freeze. I am installing multiple sensors and alarms to hopefully avert the problem but would LOVE to get a thermostat which can be permanently programmed to not allow the temp to be set below 64.

I don't pay for the gas so I don't care how high the tenant sets the heat but don't want them to be able to go below 64.

I also don't pay for cable/internet so I can't install a thermostat that REQUIRES internet.

I, of course, don't want them to be able to set A/C below 64 but from what I understand most don't even allow an A/C setting below 70 (to keep the coils from freezing).

I have asked a number of plumbers here in MA and have not found any thermostats that fit my need.

I am hoping someone here can help me find a product that will fit my needs - I'll hire a pro to install it.
