Goodman 3.5 T 410a w/ TXV - is this normal?

Yesterday was our first really hot day with our AC unit installed last summer. Although the compressor ran continuously it would change it's pitch on about a one minute cycle, like it was working harder for a while, and then less hard - on a minute cycle. During these periods the temperature of the liquid line changed noticeably to the touch. I was wondering is this just the TXV opening and closing to regulate the supercooling and so changing the liquid line pressure? Or does the scroll compressor cycle like this when the temperature and pressure is high - outside temperature was ~ 108 F?
