Carrier system installed in 2019 no longer cooling

Hello all, maybe you guys can help me understand what is going on here.

My AC system stopped cooling last week. Air was blowing but at room temp. Had a tech come out from the company that installed the system. I live in a townhouse so the unit is on the roof. The tech went up there, 15 min later he comes down and tell me "bad news". Apparently the compressor is bad. He said it was making weird noise and could not start. He did not tell me if he checked the capacitor and i forgot to ask. Replacement would cost $1900 with a crane on site.

Today I had a different tech come out from a different company to get a second opinion. He went up on the roof, 15 min later he comes down and tells me he checked the refrigerant and the level was good but my capacitor was showing low voltage on the compressor side and the fan was ramping up and not spinning as fast as it should. I thought awesome! better than a bad compressor. So 20 min later he is done swapping out the capacitor and I asked him why would the first tech not check the capacitor and decided that the compressor was bad. He told me it can be tricky sometimes the compressor will make strange noise when it's overheated and not running properly causing a misdiagnosis. He also said that when he was up there on the roof the compressor was actually running but the fan was "ramping up". Ok, he was done with the job and was on his way.

My AC has been running for about an hour now and it's just hanging at 79 degrees. Usually it would cool the house down to 73 degrees within an hour on the hottest days and today is not the hottest day. So it seems something is still not working. Was the first tech right? bad compressor? anything else that should be looked at?
