Possible causes for A-coil/line set freezing?

Hello,

Now that its so hot in NJ the AC started and thermostat was initially set to 75F and then even at 78F. The air filter used to be Honeywell Electronic 4" but it was removed and instead a 4" 16 x 20 media filter was put.

In the first case the line set became white after approx. 3.5 hrs. I had to switch off the unit and turn on the fan. (Thermostat: Ecobee). In the 2nd. round (78F) the unit displayed the same behavior but after 4.5 hrs. 1 observation I have: it happens suddenly. Everything is fine and suddenly within 10 min, I find the line set turning WHITE (the small exposed area near the outdoor unit).

At this point in time on advisement of HVAC person removed the door to the media cabinet, removed the 4" media filter and put back just the metal pre filter. Same result. I used an infrared and found supply temp to be 44F while return is 67 and using an app on phone (SC) found wet bulb to be 66F.

Its a new HVAC installation - 96% 40K furnace + SEER 16 1 stage 2 ton AC. The HVAC person is currently having medical issues so unable to come. However, I have the following questions:

In reference to data gleamed from this site it seems the most probable cause is lack of air flow.

1. Can such freezing occur due to incorrectly charging the system? After the AC outdoor was connected the technician charged the system with R-410. He confirmed then it's correct.

2. Can this be caused by some other complication not related to lack of airflow?

To be noted - the unit is indeed operating at factory defaults. Its Tempstar/Heil/Acroaire. Ideally what should the technician do to elevate my issue? Reading thru this site I came across static pressure measurements - can you please explain? If its incorrect, please forgive.

Also - the system operated as a heat only for 3 months this winter with zero problems. However, I am now worried if there's been damage. Again - in reference to this site I came across CO Analysis and should be performed for furnace. Indeed this was not done too. Everything is factory default.

3. Finally : in some thread here a similar issue was attributed to something called TEV or TXV. I checked the unit and found it has this component. Can that be the root cause and what should be done to fix it please?
