Had a a lot of work done on replacing and upgrading my HVAC system a while ago with a lot of help from the knowledgeable folks on this site. The local electrical utility (PSO) provided a significant rebate for upgrading the equipment efficiency and sealing ductwork. PSO required a test-in and test-out report by a third party to validate duct tightness improvement. I got the report a while ago but could never really figure it out if it meets the current standard for tightness but it did satisfy PSO requirements for duct sealing improvements.
The installing contractor did a fantastic job relocating and increasing return capacity, significant duct mods, mastic all joints, and downsizing system from 5 to 4 tons.
Anyhow, please take a look at the report and see if the duct tightness was improved significantly and meets current standards for new or retrofit air exchange requirements. Appreciate any input.
