Defrost control board and sensors replaced, but still ices up

I have a Rheem heat pump (model RP1430AJ1NA) that was icing up. Repair guys determined the board was faulty. So I ordered and replaced the control board myself and OAT and OAC sensors. Rheem's webpage said the control board was replaced by board part#47-102684-204. With the new control board and sensors, the system is still icing up.

When I short (test) the defrost cycle, it does in fact defrost the system so I am leading to think that the board is fine but perhaps the brand new sensors are bad? The two red lights on the board flash at the same time under normal operation (which per the legend, is 'normal'). It was 47 degrees Fahrenheit when I noticed the ice. Could the air have been too warm for the system to kick into defrost? Doo you need both the OAT and OAC sensor? Thinking about removing the OAT sensor and just keeping the coil one. Thoughts on how to proceed with this issue? Thanks!
