New heat pump - malfunctioning or unrealistic expectations?

Hi there! We had a heat pump system installed last week in southern Vermont and it is not performing as expected. There seem to be too many variables for me to pinpoint what the issue is and our contractor just wants to install a new larger system, which in my gut does not seem like the right solution to the problem.

The space: 1400 sq ft, 35’x40′ wide open room with 10′ ceilings and an insulated concrete floor.

The system: Mitusbishi MXZ-3C30NAHZ2 Hyper Heat 28,600 BTU outdoor unit with two 15k BTU MSZ-FS15NA heads on opposite walls with MKH2 thermostats

The problem: When the temperature gets below 15 degrees outside the system does not seem able to operate effectively. I will leave the room set to 68 degrees and the room starts to drop in temperature. At times the system is running but then it just seems to give up and is not sufficiently heating the air. Here’s one such instance:

8:30am - woke up to outside temp at 10 degrees
Fans set to manual full power, setpoint at 70
Fans came on for a few minutes then off, now nothing is happening despite fans set to full power. Outdoor unit is making a compressor sound but the large fan inside is not spinning.
Room is at 59 degrees

Is it possible that this is indicative of a low refrigerant level or a leak? It’s only been installed for 10 days. We live in Vermont and it was installed when temperatures were below 40 degrees, which I have gathered could introduce problems.

Perhaps our contractor took that into account when asked about it he said “The factory charge in the system was more than enough by measurements of line sets.”

Any advice on next steps or things to ask our contractor to try? I’m reluctant to spend more on a larger system if there is some other problem going on. I’ve called the manufacturer and “Efficiency Vermont” and both say the system seems adequately sized for the space/insulation/climate.
