ERV/HRV for 1930s block/brick house with new windows

I recently read that indoor air quality is worse than outdoor air due to lack of sufficient air exchange. Our house is a 1930s block/brick house in DC with new windows with finished attic and basement.

1. Is it worth it to do a blower door test and seal spots that are leaking air
2. Does it make sense to get an ERV/HRV?
