Flue Question

My house was built in 1948 with forced air heating. My current furnace is 75k BTU N8MPN that's probably approaching the end of its usable life, and i'm contemplating replacement. It is located in my crawl space and vents vertically to the roof (1 story).

The question i have is regarding the device in the attached photo. This is located in a closet in the house and inserts into the flue of the furnace (which is in an interior wall cavity). I believe it to be a supplemental draft inducer, as it kicks on immediately when a heat call is made (~20 seconds or so before the furnace ignites). I wouldn't be concerned, but for the fact that it's quite noisy. It emits a low frequency hum that can be heard throughout the house.

So the question - is it necessary? I could easily disable it, as the controlling relay is in the crawl space. I assume the furnace has its own draft inducer (in fact i can hear it turning on before igniting as well). My theory is that this device is leftover from some past furnace that lacked a draft inducer. The electrical wiring controlling it looks quite old. Can anyone help me identify its likely purpose, and comment on whether it's necessary to adequately exhaust the furnace?
