Brand New Trane HVAC and 96% Gas furnace having some issues...

I had the HVAC/gas furnace combo replaced Summer 2020. HVAC in summer seems to work fine and for the most part gas furnace has as well, but noticed a couple on/off issues that seems to have gotten worse/steady.

Started using heat 3-4 months ago. I don't think the issue has always happened, but started noticing in in the past month as heat has ran more.

When the unit fires up 1 of these 2-3 scenarios will occur.

Scenario 1: The unit on occasion (Usually morning and evening and rarely during the day) seems to fire up and blow room temp air out of the vents as if just the fan kicked on, but not heat for about 45-60 seconds and then stops all flow. When looking outside there would be no exhaust coming out of exhaust PVC pipe during that 45-60 seconds. It stays shut off for about the same amount of time so 30-60 seconds and then fires up again this time blowing hot air out of vents like it should and exhaust coming from exhaust pipe and runs fine until set temp on thermostat is reached without any issues.

Scenario 2: It will do the above, but during the fan only 30-60 second period it seems to put out exhaust for about the first 15 seconds then no exhaust and it blows fan air 30-60 seconds and shuts down to restart in 45-60 seconds and heat just fine and works like it should until set temp is reached with no issues. (Maybe this happens every time and I just don't catch or see the exhaust when looking.)

Scenario 3: It works as it should.

-I had a tech out and he spent about 30-45 min today under the house with the unit. The only feedback I got was unit seems fine. Said there was only 1 code stored for overheating, but that was it. Asked what filter I use and when last time changed. Just changed in past week and I looked and it is a MERV 11. The tech told me my issue may be the filter and to get a MERV 8 and see if that fixes. Could the filter really be my problem on fire up? Certainly going to try this to see, but thinking there is an underlying problem and the filter isn't it since I use these filters on my other unit and no problems (It is a different brand and 2 years old), but this a new and different unit so maybe so. My wonder if the intake they installed could be an issue.

-My old unit I replaced only had an exhaust and no intake, but the new unit they added an intake about 6 or so inches right beside the exhaust and wondering if could be any issue?

-Curious and maybe related or maybe not, but my exhaust out of the PVC pipe is almost like a locomotive and I noticed today my neighbors running at the same time has no visible exhaust coming out, but I know it was on as you could hear it. So curious are you supposed to have a lot of exhaust or not really for a 96% efficient natural gas furnace. I know my neighbor has natural gas, but not sure of efficiency level. Just thought it was odd for me to have a lot and him none so figured worth asking. (My tech seems very knowledgeable as far as I can tell, but he isn't a talker.)

-Likely unrelated to issue as my old unit always did as well, but at first fire up I smell faint gas for like 1-2 seconds coming out of the vents and then gone and never again while on that cycle. Doesn't happen every cycle, but I could just miss it as it is faint and you have to be standing right over it to smell it. (I have gas and CO detectors and I check them regularly (digital readout and peak level button) and they never show anything other than 0 so not to concerned, but wanted to mention in case this ties into whatever is going on.

Just wanted to gather some advice to if I am on the right direction replacing the filter with a lower MERV or if this is indeed something unrelated to that. Thanks for any feedback on this issue.
