Payne Single Packaged Gas Furnace and Air Conditioner that ailing dual run capacitor

We have a 8 year old Payne 3YPG series single packaged gas furnace and air conditioner that has failed 2 dual run capicators over the last 2 weeks. These are not something I've grown up with where everything to include the indoor blower motor being enclosed in the outside unit.

2 weeks ago when it was 90 degrees out the compressor and compressor fan turned on but the indoor blower would not turn on. Selecting on for the fan on the thermostat you could hear the fan motor hum but not start. I found this weird as the ac compressor and external fan would kick on normally. I went outside and gave the indoor blower squirrel cage a quick spin and the blower came up to speed quickly. Replaced the capicator and it fired up fine.

Now we are two weeks later and have the same issue. Gas pack and draft motor turn on but no indoor blower with out me going out aide pulling the panel off and giving it a kick start. The blower motor turns very easily. When it tries to start it will click and slowly turn for 4 seconds and then click again and keep turning slowly.

I was thinking maybe I should pull out the fluke meter and test this capicator and the potential relay? I cant imagine the blower motor is and when a new capicator fires it right up.
