Carrier Furnace - is the filter correctly installed

My landlord is not very careful and cheap so I want to make sure that he did the proper installation.
I have a furnace Carrier 58STX045 that requires an external air filter placed external to the furnace casing (it is written on the door), but they put one under the furnace, touching it, and it was changed last time in June 2019 (the filter should be changed every 30 days, it is written on it).
Is it safe to put the filter there? Can it impact my indoor air quality?
