Air Balancing Issue

Been a lurker in this forum for a while to solve my past HVAC issue. Thank you to all the resourceful members of this forum! I truly appreciate the shared valuable knowledge. Posting the following since I couldn't find the post from people with my specific situation here:

I just moved to (rented) a 1200 sqft 2-bedroom unit in a new large multifamily residential building. The issue is that the airflow is imbalanced in a way that airflow wise master bedroom > living room > guest/2nd bedroom. In the afternoon, the 2nd bedroom can be 4-5 F hotter than the rest of the house. I did learn the importance of HVAC airflow balancing from this forum, and it seems to be the issue here. The airflow to the 2nd bedroom is significantly less than the rest of the apartment, while the master bedroom has the strongest airflow. After further observing the design of the system, it's very likely that this is the case due to the master bedroom is the closest to the air handler, while the guest bedroom is the farthest. Also note that this is a corner 5th floor apartment facing south-west, with the master facing west, the 2nd bedroom facing south, and living room facing both.

The challenge is that I couldn't find any damper, which seems to be very common for multifamily buildings in my area (Los Angeles), at least from my own experience. I tried to adjust the supply vent damper but it seems that the air velocity is too high that it causes very loud noise. Any ideas for solution?
