Thru-Wall Unit Emits Low-Level Whistle, Even When Off

Thank you in advance for allowing me to post. Hopefully this is in the right spot.

I just moved into an apartment and the bedroom has a Friedrich Wall Master (Model WS12D10A). During many parts of the day, there is an audible whistling sound coming from the unit, even when it's off. It's a low-level whistle that sounds like a tea kettle on the stove right before it starts boiling. It's not terribly loud, but loud enough to be annoying. Otherwise, the unit appears to work fine.

I'm in a fairly windy part of town, but there's another similar Wall Master in the apartment that doesn't have this problem.

I've brought it to the owner's attention, and she is asking me to recommend a course of action. Any thoughts as to what could be causing the whistling and how it could be silenced?
