Issue with Lennox heat pump high pressure switch

Hello,

My units are:
Lennox XP13-042-230, Heat Pump, 13 SEER, 3.5 Ton, R-410A, Elite Series
Lennox CBX32M-042-230-6, Multi-Position, Air Handler, Multi-Speed, 3.5 Ton, Elite Series

My issue is:
When I switch the thermostat from cool to heat the heat pump (outside unit, XP13-042-230) does not turn on.
When I switch the thermostat back to cool, the heat pump works fine.

A HVAC technician spent about 2 hours to diagnose the issue. The LED lights indicate that the high-pressure switch is preventing the heat pump from turning on. When bypassing the switch and turning the heat pump in the heat mode, the pressure measured about 600. The heat pump case is clean. The filter of the unit inside is clean, the blower works fine and has a very good CFM. The technician called someone for help and then he gave up and recommended to replace the inside and outside units. He is working on a quote.

The same technician serviced the heat pump in the summer and added a significant amount of the freon gas. But the cooling performance was still not as good as we wanted it to be and he concluded that the line might be contaminated.

To resolve the recent issue, I suggested extracting some freon because there might be too much freon in the system, but the technician disagreed and said, then we have to add more freon the summer again.
