Outside Unit Makes a Popping Noise

Hi All -

Mother in law purchased a home that was vacant and as is. The HVAC was said to be broken and needing replacement. I offered to take a quick look to make sure it wasn't something that could be repaired. Here is what I am noticing:

1. Indoor unit working as expected, all checked out
2. With the thermostat off and turning on the circuit breaker for the outside unit (it was tripped when I got to it originally), I turn on the breaker and here a crackling, electrical noise at the outside unit that goes away after a few minutes.
3. Then, having my wife turn on the therm to cool, I am outside and hear a quick, semi loud pop at the outside unit. Sounds like a loud puff of air. This causes the unit to trip and the circuit breaker is in the middle. Second test does the same exact thing.
4. My first thought is the capacitor but visually, it looks good. I am heading to work later and will test it.
5. All wiring outside looks good and normal.

Is there anything else I need to check? The compressor, fan, nothing starts outside because it immediately trips. I see mixed info online so I wanted to see if someone could help me narrow it down.
