Houston Indoor Humidity

I am in Houston, which is always humid. I'm having an issue with indoor humidity (can't get below 58% even with AC running >12 hours/day). I have a 2,050 sq ft 2 story house with a 3.5 ton AC system. I just had a local company come out and check the AC system to make sure everything is running correctly, to which they said it was. They said there is nothing that can be done about the humidity.

I have seen in multiple posts where it says an AC system should be about to keep RH around 50% while running often. Mine can't seem to keep up. I've been looking more into it, and I looked at the control board yesterday and noticed that the AC is set to the high (black wire) blower speed and the heat is at the medium-low (yellow wire) blower speed - what the manual says is the stock setup from the manufacturer. Should I have them come back out to try to adjust this? I'm hesitant to give them another $100 just to show up and change that when they said there is nothing they could do before. I'm not sure if changing the blower speed would help reduce the humidity or if a whole house dehumidifier should be installed. From reading the forum, it sounds like they should be checking the pressures and temperatures on both sides of the blower to make sure there is the correct temperature drop and airflow. I am doubtful that they have done any of this in their 2 times/year check of the system.
